Update on Mental Health Parity Legislation:
On March 5, 2008, broader mental healthy parity legislation (HR 1424) was passed by the House in a 268-148 vote. This bill would prohibit health insurers from requiring larger copayments or setting stricter limits for mental illnesses, as compared to physical illnesses. The Senate has passed a similar version of the bill (S 558). While the House bill would require health insurers to cover all mental illnesses and substance abuse disorders listed in the American Psychiatric Association’s Diagnostic and Statistical Manual of Mental Disorders, the Senate version gives health insurers greater discretion in determining which mental illnesses and substance abuse disorders to cover. The two bills must be reconciled and passed by both Houses of Congress before presenting the legislation to the President for signature.
Recovery Circles is on pace to double national grant average.
Not-for-profit foundations are required to donate a minimum of 5% of their endowment annually in support of their stated mission. We are pleased to announce that we are on pace to donate over 10% of our endowment ($200,000 for the year and over $600,000 since 2003) in support of individual recovery in 2007 which is more than double the national requirement. This year alone over 100 individuals benefited from a RCF grant. Additionally, 18 block grants were awarded. We are so pleased that we are able to play a small part in the initial choice for recovery for so many deserving individuals.
Recovery Circles meets with Congressional leaders of mental health parity in Washington, D.C.
In September 2006, Recovery Circles met with several members of Congress including Congressman Jim Ramstand (MN), and Congressman Patrick Kennedy (RI) in our continued efforts to enlist the guidance of public officials who have taken the lead in providing access to recovery for all people who suffer from addictions. Our trip to Washington included our attendance at a press conference on the need for Mental Health Parity legislation led by Congressman Ramstad and Kennedy as well as Recovery Circle partners, the Caron Foundation and The Betty Ford Foundation. Recovery Circles exists to help provide access to treatment for people who suffer from addiction and as such we fully support the voting on, and passing of the bi-partisan Mental Health Parity Act by Congress.
